Reporting to the Capital procurement business partner, you will play a vital part in solving some fundamental problems in keeping London’s water running. You will have the opportunity to think outside of the box, take full ownership of your projects, seeing it through from beginning to end following our sourcing methodology.
What will this role involve?
Sourcing Projects: The sourcing manager will lead the strategy development for various major capital (construction) sourcing projects. Ensuring all projects are delivered on time, achieving optimum risk allocation, best value and fulfilling customers' expectations as well as ensuring compliance with the procurement regulations. Work with stakeholders on the responsibilities for contract launch and prepare for either handover or ongoing Contract Management of the Construction delivery contract management as appropriate, ensuring value is delivered through the full project lifecycle.
Stakeholder Management: The sourcing manager will implement stakeholder engagement plans at an individual level and participate at team level, over a long period of time in a complex stakeholder environment. Building deep and trusting relationships is key, with an ability to engage and influence at senior levels. Work with stakeholders on the responsibilities for contract launch and prepare for handover to contract management team for in-contract management.
Communication: Create and deliver compelling, well-structured, accurate reports, documents and presentations. Interactively tailor the depth of communicated information for specific audiences and situations. Accountable for developing effective relationships with the supply market which generates positive and value driven outcomes; and fully accountable for creation of all sourcing documentation.
Data Analytics: Using their internal and external knowledge of data/data sources, the sourcing manager will work with the business analysts, suppliers and third parties on the timely & accurate information gathering process of risk and spend information and key insightful findings to prepare a comprehensive category profile.
Negotiation: The sourcing manager will apply a creative and agile approach to negotiation in order to deliver outcome (not cost) focused solutions whilst independently leading complex and sometimes challenging negotiations to a successful conclusion. Thinking creatively about variables that can be traded to optimise outcomes as part of a full negotiation plan/strategy is key. Have an in depth understanding of risk transfer between client and contractor, and focus negotiation approach to achieve an optimal cost-risk balance.
Process: The sourcing manager will challenge, review and improve existing (or new) procurement processes as we adapt to the changing regulatory environment (for example Direct Procurement for Customers DPC).
What are we looking for?
Do you have strong sourcing experience with taking the lead in a strategic/projects environment? We are seeking a resilient, tenacious individual, able to work under pressure and be comfortable in a position of responsibility, seeking out & sharing best practice. You will be influential and engaging with your approach to stakeholder management; building trust and have ability to run independently a sourcing project, conduct negotiations and make decisive, informed decisions. You will have demonstrable experience in sourcing design, professional services and infrastructure delivery contracts; as well as in contract definition skills and experience adapting and negotiating commercial terms to the benefit of the client Please note, you will need to apply with a cover letter.

This role is based in Reading, with a salary of up to £55k + benefits, depending on skills and experience.
